GRAND JUNCTION, Colo. — The Bureau of Land Management may not pay “qualifying members of the public a cash incentive to adopt federally protected wild horses and burros,” ruled a Colorado federal court, because the decision might result in those members of the public killing the animals in violation of the Wild Free-Roaming Horses and Burros Act.
